Het belang van kwaliteitszorg en wetenschappelijk onderzoek
Onze school legt in het leerlingvolgsysteem gegevens over de schoolresultaten van de leerlingen vast. Die gegevens zijn van belang om het onderwijs van onze school te verbeteren (kwaliteitszorg) en voor verantwoording bijvoorbeeld naar de Inspectie van het Onderwijs. Sommige van deze gegevens zijn ook belangrijk voor wetenschappelijk onderzoek en statistiek. Dit betreft resultaten van taal- en rekentoetsen en de deelname aan kinderdagverblijf of peuterspeelzaal. Met de anonieme resultaten van leerlingen kunnen ontwikkelingen en prestaties van de school en andere scholen in kaart worden gebracht. Dat is van belang om het onderwijs te verbeteren op onze school en in heel Nederland.
De school gaat de genoemde gegevens voor het doel van onderzoek en statistiek aan het Centraal Bureau voor de Statistiek CBS (www.cbs.nl) verstrekken. Het CBS pseudonimiseert de gegevens en stelt de geanonimiseerde bestanden in een beveiligde omgeving beschikbaar voor het Nationaal Cohortonderzoek Onderwijs NCO (www.nationaalcohortonderzoek.nl).
Voor de onderzoekers zijn de gegevens niet herleidbaar naar de leerlingen van de school. Ook in openbare publicaties zullen de onderzoeksresultaten nooit herleidbaar zijn naar personen of naar afzonderlijke scholen. De verwerking van persoonsgegevens vindt alleen plaats binnen de beveiligde omgeving van het CBS, volgens de wettelijke regels voor het CBS en de strenge eigen regels van het CBS. Het CBS doet dit ook voor alle andere statistieken die zij maakt. Mocht u ondanks deze veiligheidswaarborgen toch bezwaar hebben tegen verwerking van de gegevens van uw eigen kind, dan kunt u dit kenbaar maken bij de school. De school zorgt er dan voor dat de betreffende gegevens niet aan het CBS geleverd worden.
Soms zijn aanvullende gegevens belangrijk voor onderzoek
Scholen mogen gegevens over taal en rekenen of deelname aan kinderdagverblijf of peuterspeelzaal aan het CBS leveren. Dat komt omdat deze gegevens niet beschouwd worden als ‘bijzondere’ persoonsgegevens. Onder bijzondere persoonsgegevens worden bijvoorbeeld gegevens verstaan over gezondheid. Voor de levering van zulke bijzondere persoonsgegevens stelt de wet strengere eisen, onder meer dat ouders actief toestemming moeten geven. Dat is hier niet aan de orde. Als het voor een bepaald onderzoek belangrijk is om wel bijzondere persoonsgegevens te leveren aan het CBS, dan zal de school daarvoor uw uitdrukkelijke toestemming vragen.
Wij kunnen ons voorstellen dat er ouders zijn die dit liever toch niet willen, dit kunt u dan aangeven bij Anissa.

Importance quality care and scientific research
Our school records data about the students’ school results in the pupil tracking system. This data is important for improving the education of our school (quality assurance) and for accountability to the Education Inspectorate for example. Some of this data is also important for scientific research and statistics. This concerns the results of language and arithmetic tests and participation in a daycare center or playgroup. With the anonymous results of students, developments and achievements of the school and other schools can be mapped. This is important to improve education at our school and throughout the Netherlands.
The school will provide the aforementioned data for the purpose of research and statistics to the Central Bureau of Statistics CBS (www.cbs.nl ). CBS pseudonymises the data and makes the anonymized files available in a secure environment for the National Cohort Research Education NCO (www.nationaalcohortonderzoek.nl).
For the researchers, the data is not traceable to the students of the school. Also in public publications the research results will never be traceable to individuals or to individual schools. The processing of personal data only takes place within the secure environment of CBS, according to the legal rules for CBS and the strict rules of CBS. CBS also does this for all other statistics that it produces. If, despite these security guarantees, you still object to the processing of your own child’s details, you can make this known at the school. The school then ensures that the relevant data is not transferred to CBS.
Sometimes additional information is important for the research
Schools may provide CBS with data on language and maths or participation in daycare or playgroup. This is because this data is not considered to be ”special” personal data. Special personal data includes, for example, data about health. The law sets stricter requirements for the delivery of such special personal data, including that parents must actively give consent. That is not the case here. If it is important for a specific investigation to provide special personal data to Statistics Netherlands, the school will request your explicit permission.
